TRANSITION FROM GOVERNMENT FUNDED INSTITUTES TO MARKET FUNDED INSTITUTES IN VIETNAM

Profile

  • World Bank Group project in Vietnam.

Purpose

  • For World Bank Group, developed recommendations in Vietnam for transition from government-funded applied research institutes with a guaranteed budget to ones that are largely market-driven, self-financed, and more responsive to the private sector.

Outcomes            

  • Recommendations included in $100 million loan to the Government of Vietnam.

Participants & Process

  • Conducted detailed discussions with research institute (and university) researchers and management at 10 institutes selected as having the highest potential. 

  • Evaluated government financial support during transition, provided education in technology absorption/adaptation and technology commercialization including spin-off company creation, funding to support the transition of R&D through the proof of concept and prototype into products/services, help in accessing and developing
    global networks of partners and customers, need for business sector help and private sector connections, measures of performance to monitor progress and adapt.

  • Fundamental elements to develop Vietnam’s science and technology capacity, including: education for Government research institutes, universities, and businesses in the skills and practice of project management, market intelligence, technology commercialization, and IP management.

  • Recommendations to increase the number of investment-ready business
    opportunities to attract investment (public, private, grant, debt, equity). Clear, and enforced, IP laws.
